No. GA4 is one piece of it. I work across Meta, TikTok, Google Ads, Microsoft and Bing, LinkedIn and Adobe Analytics, and most of my projects involve more than one platform talking to each other.

Probably not if you’re spending under a few thousand a month on ads. Probably yes if attribution is degrading, match rates are falling, or you’re losing 20%+ of conversions to browser restrictions, ad blockers or iOS privacy changes. I’ll tell you honestly during scoping.
